Statement from the County Administrator

You may hire a foreign national under a work permit if there are no registered unemployed individuals in the local labor market whom you could hire (unemployed Polish nationals have priority over foreign nationals when it comes to employment).

The county employment office will check this. As part of the labor market assessment, officials will verify whether there is anyone among the unemployed who has the appropriate qualifications and could be hired by your company. If they are unable to find anyone who meets these criteria, the county administrator will issue a statement confirming that your company’s staffing needs cannot be met on the local labor market.
